Description
The Naval Information Warfare Systems Command (NAVWAR) is issuing this Area of Interest (AOI) under their Commercial Solutions Opening (CSO) to solicit white papers or solution briefs from industry. The objective is to find an agile, standardized, and modern approach to augment the Navy's cyber workforce with commercially sourced talent. This initiative aims to address challenges in workforce framework alignment, scalable talent supply chains, accelerated onboarding, and optimized contracting frameworks for IT labor support. The desired solution should align with the Technology Business Management (TBM) framework and integrate Defense Cyber Workforce Framework (DCWF) labor categories. Key aspects include mapping vendor-supported DCWF work roles, establishing a dynamic talent supply chain, expediting personnel deployment, recommending flexible contracting strategies, and enabling seamless stakeholder access to contracted support labor. The government is prioritizing engineering and logistics for 2026 and seeks a firm-fixed-price catalog approach using DCWF labor categories.
