Description
The City seeks a consultant to provide a full-service employee drug and alcohol testing program compliant with U.S. Department of Transportation and Federal Motor Carrier Safety Administration regulations, as well as pre-employment testing. The scope includes testing for employees required to maintain commercial driver’s licenses, pre-employment testing for prospective employees and police candidates, reasonable-suspicion and return-to-duty testing, random selection and program administration, recordkeeping, specimen collection, certified laboratory testing, medical review officer services, confidential results reporting, and employee and supervisor training. The provider must offer on-site testing for large groups, collection sites with 24-hour availability, and all requested program components. Subcontracting is permitted if the proposal identifies subcontractors, their qualifications, and assigned services; the provider remains responsible for service quality and chain of custody. Proposals must address each requested service and provide separate costs and timelines for each task. Required proposal content includes a project statement, service methodology, qualifications and references, itemized budget, personnel information, subcontractor information, Rochester presence, and MWBE/workforce information. Proposals must also include liability insurance, a sample invoice, management report samples, current audited financial statements, privacy and security policies, and applicable industry accreditations or certifications. The agreement is to begin March 1, 2027, for three years, with up to two additional one-year renewal options by agreement.
