Description
The City seeks a single prime consultant to supply, integrate, and maintain a unified public-safety platform for the Rochester Police Department. The scope covers 12 domains: body-worn and in-car video, fixed and mobile automated license plate readers, records management, professional standards case management, interview-room recording, a real-time command and investigative hub, drones, live translation, automated transcription, property and evidence management, and digital evidence management. The solution must address every domain under one prime contract; third-party products and subcontractors may be used, but the prime retains overall accountability. The work includes migrating approximately 850 TB of digital evidence and 3 TB of relational and operational data, integrating with existing justice and municipal systems, and providing implementation, hosting, hardware, and ongoing support. The platform must meet FBI CJIS Security Policy Version 6.1 requirements. Proposals must include technical responses across all specified requirements, a phased deployment plan, security and compliance evidence, past-performance references, staffing and subcontractor details, and a detailed lifecycle cost model. The initial term is five years, with an option for an additional five years.
