Description
The City seeks a professional engineering consultant to provide preliminary and final design, bidding and award support, construction administration, backfill compaction testing coordination, and resident project representation for three lead water service replacement projects. The projects cover an estimated 3,000 services: approximately 1,083 in Group 7A, 1,275 in Group 7B, and 632 in Group 7C, with additional inside services possible. Work includes limited pavement and lawn restoration associated with trench excavation; chip sealing and milling and resurfacing are excluded from this scope. The consultant will prepare construction documents using City-provided GIS data, support permitting and utility coordination, assist with bidding and award recommendations, and provide construction-phase inspection, reporting, and project closeout services. Proposals must include a technical approach, qualifications and team information, staffing and estimated hours, and the required workforce, consultant information, and NYSEFC lobbying forms. The project has a 20% DBE fair-share objective; the DBE Utilization Plan is due before contract award, not with the proposal. The agreement is expected to begin in May 2027 and continue until three months after completion of a two-year guarantee inspection.
