Description
The Alaska Railroad Corporation seeks a firm to provide on-call Roadway Worker In-Charge (RWIC), or flagging, services for ARRC and third-party work on its right-of-way. Work will be authorized through task orders or blanket purchase order releases, with no guaranteed volume. The contractor must provide at least four ARRC-qualified on-call RWIC personnel, qualified and trained staff, radios, required personal protective and flagging equipment, and any necessary transportation. Services may include track inspection, job briefings, and daily reports. The contractor must also maintain required railroad safety certifications and comply with applicable drug and alcohol testing requirements. All work must be self-performed; subcontracting is prohibited. The agreement runs for two years from contract execution, with three one-year renewal options. Proposals must include a statement of qualifications and responses to the evaluation criteria, a signed cover letter, the Service Bid Form with addenda acknowledged, the Contractor Responsibility Questionnaire, and the applicable federal-aid lobbying certification. The proposal is limited to 20 pages, excluding the two-page cover letter and questionnaire response. The solicitation requires at least two years of similar experience and evaluates relevant project experience, proposed personnel and approach, and labor billing rates.
