Description
The Department of the Interior's United States Wildland Fire Service seeks two contractor-operated and maintained, fixed-wing, multi-engine turboprop aircraft for exclusive-use smokejumper operations. Aircraft will support smokejumper and paracargo drops, reconnaissance, parachute and equipment testing, personnel and cargo transport, search and rescue, fire suppression, natural-resource missions, and related government activities. The contractor must provide aircraft, qualified pilots and relief crews, an on-site mechanic, and required equipment and avionics; aircraft must meet extensive airworthiness, payload, performance, and operational specifications. The solicitation covers two aircraft items: one based at Fort Wainwright, Alaska, with operations also assigned to Boise, Idaho, and one based at Fort Wainwright. The contract has a five-year ordering period, with annual 120-day exclusive-use periods and a possible six-month extension. Proposals must include pricing, aircraft and pilot qualifications, technical capability documentation, organizational safety materials, and past-performance information. The procurement is a total small-business set-aside, and the solicitation limits subcontracting.
