Description
The City of Long Beach seeks a contractor for extensive rail yard and corridor improvements, including realignment, relocation, resurfacing, and rehabilitation of existing railroad tracks; construction of new lead tracks, turnouts, and a crossover; and modification of the railroad signal system. The work also includes demolition and removal of existing tracks, pavement, utilities, and structures; earthwork, grading, subgrade preparation, and soil disposal; storm drain and underdrain improvements; protection and relocation of utilities; street-lighting relocation; fencing; and traffic control coordinated with active railroad operations. The project requires a California Class A contractor's license and documented experience on railroad track and signal construction projects. Bidders must submit a lump-sum bid with bid security, complete the required bid forms, and provide an SBE/VSBE commitment plan demonstrating intent to meet the 30% combined participation goal or document an adequate good-faith effort. The contract includes federal funding, prevailing-wage and project-labor-agreement requirements, and a minimum 30% self-performance requirement for the contractor, subject to the stated specialty-item exception.
