Description
The State of Delaware Government Support Services seeks qualified psychologists, psychiatrists, and licensed evaluation facilities to provide job-related psychological assessment services for law enforcement, public safety personnel, and other safety-sensitive roles. Required services include pre-employment psychological evaluations, fit-for-duty assessments, post-incident evaluations, weapon qualification or reinstatement evaluations, critical-incident stress debriefings, and other specialized assessments requested by participating agencies. Services may include clinical interviews, psychological and personality testing, cognitive testing, mental-status examinations, records review, collateral interviews, written fitness determinations, return-to-work guidance, accommodation recommendations, clarification calls, leadership meetings, legal or administrative proceedings, and expert testimony. Evaluations may be face-to-face, virtual, or hybrid, depending on agency needs. Vendors must provide licensed personnel, proposed testing plans, sample reports and invoices, three similar business references, financial statements for the past three years, detailed methodology, statewide coverage and capacity information, and pricing for standard and additional services. Reports generally must be delivered within seven calendar days, with specified scheduling requirements for routine, urgent, and critical-incident requests.
