Description
The State of Utah Division of State Parks is seeking a concessionaire to manage and operate a full-service marina concession at Jordanelle State Park. Required services include motorized and non-motorized watercraft rentals, marine fuel dispensing, public dry storage, boat launch and retrieval, mooring buoy field administration, a convenience store and pro shop, marine maintenance and vessel repair, dock management, janitorial services, and related safety and customer-support operations. The concessionaire must provide personnel, equipment, goods, and commodities; maintain required services throughout the operating term; and protect existing dry-storage tenants and boat-repair customers during the transition. The opportunity also involves strategic redevelopment and significant capital improvements, including potential high-density storage, a modernized marine service center, retail and pro-shop renovations, restaurant or event facilities, and other optional recreational services. Proposed improvements require extensive state, federal, park, utility, and permitting approvals, with the concessionaire responsible for associated costs, financing, engineering, construction, maintenance, and compliance. Proposals must demonstrate at least five years of relevant marina or commercial recreation experience, financial capacity, insurance capacity, a $20,000 performance bond or irrevocable letter of credit, clean operational history, and attendance at the mandatory site visit. The technical response must address the required service plan, capital-improvement vision, infrastructure and permitting, operational continuity, qualifications, leadership, financial backing, a 30-year forecast, and financial history. The concession fee proposal must be submitted separately and must offer at least 12% of monthly gross revenues.
