Description
The U.S. Army Corps of Engineers, Memphis District, intends to award a sole-source 8(a), firm-fixed-price commercial services purchase order to lease a 1,000-horsepower towboat with operating personnel. The contractor must provide the vessel, crew, equipment, supplies, fuel at delivery, operation, maintenance, repairs, safety compliance, and related towing services. The towboat will transport barges and equipment to government-directed job sites, primarily along the Mississippi River from Cairo, Illinois, to the Head of Passes, with additional work sites possible along the Atchafalaya River. The anticipated requirement is 60 consecutive days with three 30-day option periods, although the Government may release the vessel earlier if it is no longer needed. The vessel must meet detailed construction, propulsion, maneuverability, communications, radar, electrical, safety, Coast Guard licensing, inspection, and crew requirements, and must be capable of pushing up to eight standard barges.
