Description
The City of Aurora is soliciting unpriced technical proposals for suppliers able to provide any combination of eight water treatment chemicals: sodium hypochlorite, granular calcium oxide (quicklime), fluorosilicic acid, anhydrous ammonia, liquid ferric chloride, cationic polymer, dipotassium orthophosphate, and powdered activated carbon. Proposed products must meet the specified ANSI/AWWA and NSF/ANSI Standard 60 requirements, as applicable, and bidders must submit product specification sheets, technical documentation, Safety Data Sheets, certifications, and other required compliance materials. The powdered activated carbon must be domestically sourced and demonstrate efficacy for removing geosmin and MIB. The procurement uses a two-phase process. Phase 1 requires unpriced technical proposals; only technically acceptable bidders may participate in Phase 2, which consists of initial pricing and a live online reverse auction. Deliveries will be made on an as-needed basis to the City's water treatment plant or river intake pumping station, with chemical-specific delivery quantities, equipment, delivery windows, and response times. The contract period is January 1 through December 31, 2027, with one optional one-year extension by mutual agreement. A performance bond for 100 percent of the full contract price, a payment bond, and specified insurance are required after award or before contract execution as stated in the solicitation.
