Description
The Town of West New York is soliciting proposals for a vendor to host and administer its 2027 online tax sale for municipal taxes, PILOT payments, and sewerage bills. The contract period is January 1 through December 31, 2027, or a shorter period determined by the Town, and may not exceed one year. Compensation will be a flat per-item fee for items sold at auction, with no additional fees or charges. The platform must support public viewing, online bidder registration, forfeitable deposits, direct and proxy bidding, individual lien auctions, ACH and wire payments, certified checks or cash processing, real-time tax-list updates, transaction and funds-transfer logs, bidder notifications, complaint tracking, and electronic data exchange. The vendor must provide bidder and municipal training, help-desk and telephone support, cybersecurity controls, incident notification, employee background checks, a computer security incident response team, and annual evidence of satisfactory internal controls. Proposals must include firm qualifications, relevant tax-sale experience, at least four references, staffing and service information, pricing, website-maintenance quotes, and the required New Jersey certifications and affidavits.
