Description
The Town of Chapel Hill's Housing and Community Development Department is seeking a qualified consultant to perform a comprehensive Capital Needs Assessment and develop an Asset Repositioning Plan for its public housing portfolio. The portfolio includes 296 residential units across 12 communities, an administrative office, and three community buildings. The work includes property-condition surveys, inspections of major building systems, identification of code and HUD compliance issues, remaining-useful-life estimates, a 20-year capital needs schedule with cost estimates, and supporting data, photographs, spreadsheets, and inspection notes. The consultant must evaluate repositioning options including Rental Assistance Demonstration, Section 18, Project-Based Vouchers, Tenant Protection Vouchers, redevelopment, and mixed-finance strategies; perform financial and feasibility analyses; address community impacts, relocation, communications, environmental, market, and regulatory due diligence; and develop a phased implementation plan. Proposals are limited to 25 pages excluding required forms and must include firm qualifications, key personnel, comparable experience, a project approach and delivery schedule, references from at least three similar clients within the past five years, and a Section 3 compliance strategy. The contract term is one year, with work expected to begin immediately after execution and no later than 60 days afterward.
