Description
The Lower Colorado River Authority is seeking qualified firms to provide owner's-engineer services for one or more engineering, procurement, and construction contracts supporting transmission-level infrastructure from 138 kV through 765 kV. Potential projects include substation additions and upgrades, transmission-line upgrades, gas-insulated substations, synchronous condensers, STATCOMs, SVCs, series and shunt compensation, and associated balance-of-plant, protection and control, communications, and interconnection facilities. The scope includes project definition and technical documentation; power-flow, short-circuit, stability, insulation-coordination, and protection-coordination studies; conceptual design review; evaluation of EPC technical proposals and responses to requests for information; execution monitoring, risk management, QA/QC review, reporting, and document control; and construction, factory-acceptance-test, field-testing, commissioning, punch-list, substantial-completion, change-order, and claims support. Assignments may be issued as task orders or project assignments under a master services agreement, with multiple concurrent projects and EPC contractors anticipated.
