Description
The North Carolina Department of Environmental Quality, Division of Mitigation Services, is seeking a qualified vendor to support closeout of the Rowan Branch compensatory mitigation site. The scope includes wetland delineation; identification and quantification of invasive vegetation; recommendations for invasive-species treatment, supplemental planting, and monitoring designed to achieve survivability criteria; and development of an Adaptive Management Plan for approval by the regulatory agencies. Addendum 2 clarifies that newly confirmed non-riparian wetland boundaries must be flagged in the field and delivered as GPS-located shapefiles and georeferenced PDFs. The delineation and soils report must be reviewed and sealed by a Licensed Soil Scientist, who may be subcontracted; a USACE jurisdictional determination is not required. The vendor must include access-related work such as bush hogging when necessary, and invasive vegetation must be mapped by species, location, and estimated density. Mechanical vegetation removal may be allowed if approved by the Interagency Review Team as part of the Adaptive Management Plan. Proposals must address pricing, vendor experience, technical approach, project organization, and references. The contract has an initial three-year term with up to two additional one-year renewal terms.
