Description
The Department of Veterans Affairs is soliciting a firm-fixed-price contractor for audiovisual installation, integration, commissioning, and tuning at Montgomery Hall and Conference Room 1200-C at the G.V. Sonny Montgomery VA Medical Center. The scope includes a 4K direct-view LED video wall; 4K HDR displays; wireless and ceiling beamtracking microphones; a 4K PTZ camera; DSP with acoustic echo cancellation; new loudspeakers and amplification; touchscreen controls; equipment racks and power sequencing; under-carpet raceway; conferencing integration; network segmentation and security controls; and complete wiring, configuration, testing, commissioning, training, documentation, and warranty support. Brand-name-or-equal equipment is permitted, subject to datasheets, a compliance matrix, variance information, and an integration narrative. The updated requirements clarify that the procurement is principally a service acquisition, that existing loudspeakers may not be reused, and that the Government will provide required line-voltage circuits; the contractor is responsible for low-voltage work only. The quotation must include the completed and signed SF 1449, amendment acknowledgment, required licenses and certifications, technical submission, firm-fixed-price proposal, insurance documentation, active SAM registration, terms-and-conditions statement, and past-performance references. Manufacturer lead-time documentation must be submitted with the design materials if a schedule adjustment is requested. The contract is a 100% small-business set-aside, is exempt from Service Contract Labor Standards, and has a performance period not exceeding 12 months from notice to proceed.
