Description
The City of Urbana is seeking a qualified professional vendor to provide promotional testing services for the Fire Department ranks of Engineer, Lieutenant, Captain, and Battalion Chief. The scope includes developing and validating assessment centers and written examinations; administering at least four assessment centers; recruiting and training assessors and proctors; developing testing schedules, rules, and candidate-position selection processes; maintaining test-material security; recording assessment stations, assessor comments, and scoring; providing same-day scoring and candidate feedback; analyzing results; and delivering final eligibility results and supporting documentation. The vendor must develop written examinations using relevant fire-service texts, publications, and Urbana Fire Department policies and procedures, provide a resource list, assist with examination appeals and rescoring, and provide expert testimony if necessary. Services must comply with applicable professional testing and personnel-selection standards and legal requirements, with reasonable efforts to minimize adverse impact. The proposal must include a company description, understanding and approach, experience and three similar references from the past five years, and key staff information; the proposal narrative is limited to 10 pages, excluding required portal responses and cost information.
