Description
The City of Urbana is seeking a consultant to produce an impervious surface map in Esri file geodatabase format covering all parcels within the city, approximately 11.3 square miles. The deliverable must provide polygon data that aligns with the City's coordinate system and supports calculation of impervious-surface square footage for stormwater utility fee billing. The work includes extracting impervious areas from City-provided three-inch-resolution geospatial imagery or a suitable vendor-provided alternative, classifying features such as building footprints, roadways, sidewalks, driveways, parking lots, gravel surfaces, railways, swimming pools, and other water features, and maintaining at least 95% geometric accuracy through quality-control and quality-assurance coordination with City staff. Proposals must describe the firm's approach, experience, three similar references from the past five years, expected completion timeline, company and subcontractor information, and separate technical and cost proposals. Annual map updates may be added later, but are not part of the initial required scope.
