The Capital Region Airport Commission is soliciting proposals from qualified professional consulting firms to conduct a comprehensive organizational study and staffing analysis of the Airport Rescue and Fire Fighting (ARFF) Department at Richmond International Airport. The selected consultant will evaluate the department’s organizational structure, staffing levels and shift coverage, regulatory compliance, facilities, vehicles, equipment, operational technology, policies, training, certifications, and integration with the airport’s Safety Management System. The project will also include peer-airport benchmarking, staffing and cost models, prioritized recommendations, and an implementation roadmap.
