Description
The State of Michigan is procuring a contractor-hosted commercial off-the-shelf or SaaS Transportation Data Management System to support federally required traffic monitoring across Michigan's road network. The solution must manage traffic count locations and scheduling; ingest, validate, transform, and store traffic data from agencies, field devices, continuous counters, and Weigh-In-Motion systems; support mobile offline field collection; perform HPMS, AADT, CAADT, PAADT, and other traffic analytics; provide quality-control workflows; prepare FHWA-compliant exports; and manage non-motorized traffic data. The solution must integrate with MiLogin, ArcGIS Roads and Highways, location-referencing systems, traffic-monitoring and agency data sources, public data portals, FHWA-related reporting, and other identified systems. The scope includes implementation, configuration, migration of approximately 900 tables, 13,000 columns, 68 billion rows, and 9 TB of data, integration, testing, training, documentation, hosting, maintenance, support, disaster recovery, transition services, and optional enhancements. The agreement is structured as five base years with five one-year options. Proposals must be completed in the provided solicitation documents, with the pricing schedule submitted separately.
