Description
The City of Fountain Valley is soliciting proposals from qualified law firms to provide comprehensive public-sector labor relations and employment legal services. The scope includes labor negotiations and meet-and-confer proceedings; advice and representation involving the Meyers-Milias-Brown Act, employee discipline, grievances, wage-and-hour compliance, leaves, accommodations, workplace investigations, personnel rules, compensation and classification, retirement and pension matters, public-safety officer rights, employment litigation, and related administrative proceedings. The firm will also monitor legal developments, provide written updates and management training, respond to City inquiries, and provide monthly billing. Proposers must demonstrate experience representing California public agencies, including before the Public Employment Relations Board, in arbitrations and administrative hearings, and in employment-related disputes. All attorneys providing services must be licensed and in good standing with the State Bar of California. The agreement is for three years, with up to two additional one-year extensions by mutual agreement. Proposals are limited to 20 pages, excluding the cover sheet and table of contents, and the cost proposal must be submitted as a separate file. Required insurance includes general liability, automobile liability, workers’ compensation and employer’s liability, professional liability, and cyber liability coverage.
