Description
The City of Los Angeles, acting through the Los Angeles Police Commission, is seeking proposals for an Official Police Garage to provide standard- and medium-duty vehicle recovery, towing, transport, impound, and storage services in LAPD Service Area 17 and any future subdivision of that area. The contractor must provide service 24 hours per day, 365 days per year, respond within 20 minutes to authorized City requests, maintain appropriate facilities and equipment, and support vehicle impounds involving illegally parked, disabled, abandoned, evidentiary, abated, and forfeiture-related vehicles. The estimated annual volume is 4,500 vehicle impounds, although volume is not guaranteed. The contractor must maintain a primary facility within the service area, approximately two acres of storage capacity, an evidentiary hold area capable of storing at least 25 vehicles, and at least nine dedicated standard- and medium-duty tow trucks or flatbed carriers. Class B medium-duty services may be subcontracted to another Official Police Garage with City approval. Proposals must include a cover letter, business plan, financial information, key-personnel qualifications and Live Scan certificates, personnel and training plans, experience and regulatory-compliance narratives, references, computerized financial and dispatch capabilities, subcontractor information, and required City compliance forms. The contract term is five years, with a City option for one additional five-year term. Compensation is primarily collected from vehicle owners at Board-established towing and storage rates; the City generally does not directly compensate the contractor except for specified circumstances such as certain evidence holds and reduced-rate impounds.
