Description
The City of Los Angeles, acting through the Los Angeles Police Commission, is soliciting proposals for an Official Police Garage to provide standard- and medium-duty vehicle recovery, towing, transport, and storage services in LAPD Service Area 12. The contractor must provide 24-hour, year-round service, meet a 20-minute maximum response time, maintain appropriate towing equipment and storage facilities, support evidentiary vehicle holds, and handle approximately 5,000 vehicle impounds annually as an estimate only. Standard-duty vehicles are generally those with a gross vehicle weight rating of 10,000 pounds or less; medium-duty vehicles are those over 10,000 and up to 26,000 pounds. The contractor may subcontract medium-duty services to another Official Police Garage, subject to the solicitation requirements. The selected contractor must maintain a primary business and storage facility within the service area unless waived, provide at least ten dedicated standard- and medium-duty tow trucks or flatbed carriers, maintain computerized financial and dispatch systems, comply with City towing rates and regulatory requirements, and support lien-sale, reporting, data-management, and vehicle-release obligations. The proposed contract term is five years, with an option for one additional five-year term. The proposal must include a cover letter, business plan, personnel qualifications and Live Scan certificates, operating and training plans, experience and compliance information, required City forms and affidavits, Business Inclusion Program documentation, and applicable supporting records.
