Description
The U.S. Department of Agriculture seeks to purchase and have delivered a brand-name Checchi & Magli FoxDrive Plus two-row transplanter designed for 10–12-inch sweetpotato vine cuttings. Required features include a land-wheel or central-drive system, adjustable wheels, finger-style roller-chain distributors that grip and vertically place bare-root slips, precise plant spacing, a parallelogram depth-control system, irrigation tanks, disc kits, fit-and-finished machining, and a Category II three-point hitch. The transplanter must be delivered within 120 days after award to the USDA U.S. Vegetable Laboratory. The procurement is restricted to the Checchi & Magli product because the agency determined that its slip-gripping mechanism provides the planting-spacing, orientation, and depth consistency required for research trials. The brand-name justification states that the manufacturer does not sell directly to end users and that U.S. distributors will be solicited.
