Description
The Florida Department of Environmental Protection (FDEP) requires health insurance coverage for AmeriCorps members participating in its Florida Conservation Corps (FLCC) program. This is a single-source procurement decision, intending to award the contract to Special Markets Insurance Consultants, Inc. (SMIC). The program involves 65 full-time members serving 1700-hour terms, focusing on habitat restoration, trail improvements, environmental education, and disaster relief. The insurance coverage must be for a maximum of 364 days and cannot be renewed or extended. Key benefits required include physician services, hospital room and board, emergency room care, X-ray and laboratory services, prescription drugs, limited mental/nervous disorder coverage, limited substance abuse coverage, an annual deductible of no more than $750 per member, a maximum out-of-pocket expense of $4,250 per member, a 20% co-pay for in-network care (50% for out-of-network), and a minimum benefit of $50,000 per occurrence. As AmeriCorps members are not state employees, they are ineligible for the State of Florida's insurance coverage. SMIC is the only company authorized by The Corps Network (TCN) to offer affordable medical coverage that aligns with AmeriCorps provisions and requirements for the FLCC. The Corps Network Health Plan is specifically designed for AmeriCorps members and is compliant with the Affordable Care Act (ACA), providing Minimum Essential Coverage (MEC). FDEP, as an affiliate of TCN, is eligible for this low-cost program. This specific coverage, meeting all AmeriCorps minimum benefit requirements, is only available through SMIC, which is underwritten by Cigna Healthcare.
