PUBLIC NOTICE Town of Seaboard 2nd Request for Qualifications The Town of Seaboard has received a Community Development Block Grant – Neighborhood Revitalization (CDBG-NR) award in the amount of $235,939 by the North Carolina Department of Commerce (NCDOC) Rural Economic Development Division (REDD) for the replacement of one home in the town. The Town needs engineering services related to designing/installing a low pressure residential wastewater system at 603 S. Washington Street. The Town of Seaboard is soliciting qualifications for professional engineering services to assist the Town in the a) designing the low-pressure residential wastewater system, and b) subsequent engineering design and bid package services and construction inspection services, of this project in compliance with all applicable federal requirements and regulations under the CDBG program. Description
The Town of Seaboard is soliciting qualifications from professional engineering firms for a CDBG-NR-funded project involving replacement of one home and design and installation of a low-pressure residential wastewater system. The selected firm will prepare the final design and construction bid package, supervise bid advertising and the bid process, conduct pre-bid and pre-construction meetings, perform surveying and field staking, supervise construction, prepare inspection reports, review payment requests and change orders, conduct final inspection and testing, provide reproducible and certified as-built drawings, and prepare an operation and maintenance manual when applicable. Responses must describe the firm and assigned personnel, specialized wastewater and related experience, at least five references from the past five years, firm capacity and capability, current workload and availability, proposed work plan and schedule, and compliance with state and federal debarment and eligibility requirements. The selected firm will negotiate its engineering-services fee, and contract execution is contingent on release of funds and funding conditions.
