Submission Instructions

Method:In Person or Electronic Submission of Hardcopy Bids to Village Court Room, Village of Horseheads, 202 South Main Street, Horseheads, New York 14845. Bids may also be submitted electronically. Office hours are Tuesday through Friday, 8 AM until 4 PM. Please note that no hard copies of plans and specifications will be provided. It is the bidder's responsibility to obtain all bid documents, including addenda. The Village will compare all received bids for completeness and value. The successful bidder will be required to make a Good Faith Effort in the utilization of MWBEs and furnish reports showing the participation of various business enterprises of subcontractors and suppliers on the contract. Upon selection, for all contracts that equal or exceed $100,000, the contractor will be required to submit to the State a Vendor Responsibility Questionnaire: Construction ? For Profit. Upon selection, all contractors and subcontractors must provide proof of Workers' Compensation and Disability Benefits Insurance Coverage for employees, or proof of exemption from the New York State Workers' Compensation Board. Description

The Village of Horseheads is soliciting sealed bid proposals for the Maple Grove Cemetery Columbarium Site Work and Concrete Package project (FE PROJECT 2018.098-009). Bids will be received until 2:00 P.M. on June 25, 2026, and will be read aloud publicly at the Village Court Room. Proposals can be submitted in hardcopy to the Village's address or electronically. Plans, Specifications, and Proposal Forms may be requested via email starting June 10, 2026. No pre-bid conference will be held, but bidders are strongly encouraged to visit the site. The Village is an equal opportunity organization, and while there are no required MWBE goals, bidders must make a Good Faith Effort in the utilization of MWBEs and furnish reports. Bidders are subject to the State of New York Contract for Grants - Standard Terms and Conditions.
