Description
The University of Connecticut is seeking qualifications from companies to provide on-call CEPA/NEPA impact evaluation services. Work may include preparing Connecticut Environmental Policy Act environmental impact evaluations and National Environmental Policy Act analyses, including categorical exclusion determinations, environmental assessments and findings of no significant impact, and environmental impact statements. Services may also include evaluating direct, indirect, and cumulative impacts; reviewing project documents and studies; identifying alternatives and mitigation measures; preparing notices and public-meeting materials; coordinating consultants and subconsultants; and preparing records of decision or project-status changes. The University may make multiple awards under a master agreement, with no guaranteed number or value of assignments; individual purchase orders will not exceed $1 million. Proposals must include a narrative of approach, completed previous relevant experience and key personnel resume forms, an executed SEEC Form 10, and completed all-inclusive hourly rate forms. A current Connecticut Department of Administrative Services Supplier Diversity Certificate is requested when applicable. The solicitation also requires responses to online questions concerning company information, litigation and claims, integrity, conflicts of interest, certifications, and acceptance of the draft contract. The University expects companies to demonstrate the ability to self-perform the majority of services.
