Description
The City of Chesapeake Parks, Recreation and Tourism Department is soliciting bids for an indefinite delivery/indefinite quantity contract to provide officiating services for its youth basketball league serving boys and girls ages 5 through 16. The contractor must provide one or two officials per game as designated by the City, including all staff, labor, uniforms, materials, and equipment. Officials must hold certification from a national or Virginia statewide basketball-officiating organization, complete an annual criminal background check, satisfy applicable child-safety registry requirements, follow Virginia High School League rules and City athletic policies, arrive at least 10 minutes before games, complete scorecards, and submit incident reports when required. The contractor must provide availability by age group and game day, maintain a list of eligible officials, support coach seminars when reasonably requested, manage cancellations and rescheduling, and submit monthly invoices. The City may make multiple awards to the lowest responsive and responsible bidder or bidders based on the completed pricing schedule. The initial contract term is two years from the effective date, with three additional one-year renewals by mutual written agreement. Estimated quantities and dollar values are not guaranteed.
