Description
Headquarters Supreme Allied Commander Transformation intends to establish a multiple-award framework for recurring minor construction and maintenance services. Work will be issued through firm-fixed-price Work Orders and may include interior and exterior painting, flooring installation and repair, drywall work, minor demolition and building alterations, finish carpentry, plumbing and electrical modifications, surface preparation, cleanup, and waste removal. The framework may support multiple concurrent projects, but does not guarantee a minimum volume of work; the anticipated maximum value is $1.5 million, excluding Work Orders placed by other authorized NATO entities. The contractor must provide labor, materials, tools, equipment, supervision, and qualified personnel; maintain applicable Virginia licensing and insurance; and demonstrate relevant past performance. Proposals require separate technical and price submissions. The technical proposal must include the required compliance statement, past-performance information, proposed personnel, company description, quality-control plan, health-and-safety approach, and compliance matrix. The price proposal must be submitted as an Excel spreadsheet in U.S. dollars on a firm-fixed-price basis. The framework period is one base year followed by four one-year option periods, from January 1, 2027, through December 31, 2031 if all options are exercised.
