Description
Osceola County is seeking qualified architectural and engineering firms to provide professional services for a proposed government and courthouse building on approximately 34 acres in Reed City, Michigan. The scope includes facility programming and space-needs analysis, departmental interviews, stakeholder engagement, space planning, adjacency studies, campus master planning, conceptual building alternatives, schematic-level design for the preferred concept, and preliminary construction cost estimating. Full architectural and engineering design through construction documents and construction administration is excluded, although the County may negotiate a separate agreement for later phases. The planned Phase I facility is approximately 26,000 gross square feet and is intended to consolidate county government and court functions for approximately 65 employees. The program includes three flexible courtrooms, court support and secure circulation areas, county administrative departments, records storage, public and staff spaces, and related building support areas. The consultant must develop at least three conceptual design alternatives, a long-range master plan for the 34-acre site—including future Sheriff's Office, jail, office expansion, parking, utilities, stormwater, and circulation—and a refined schematic design package for the selected concept. Required deliverables include existing-conditions and programming reports, interview summaries, space programs, adjacency diagrams, master plans, conceptual options, renderings, schematic design materials, cost estimates, schedules, presentation materials, and digital files. The preliminary total project budget is approximately $15,000,000, including construction and related project costs.
