Description
The New York State Office of Parks, Recreation and Historic Preservation is soliciting proposals for a private-sector operator to run a seasonal guided white water rafting concession at Letchworth State Park. The concession includes guided tours on the designated reach of the Genesee River, shuttle service between the Lower Falls launch area and St. Helena, operation of the rafting office, permitted rafting-related retail sales, and optional catered excursion offerings. The concession must operate at least April 1 through October 31, weather and river conditions permitting. The licensee must provide 100% of the required equipment and bear operating, maintenance, repair, staffing, training, safety, emergency-response, insurance, utility, trash-removal, and other operating costs. Required capabilities include qualified and certified guides, CPR and first-aid coverage, swift-water rescue personnel, emergency action planning, compliant vehicles and trailers, safety equipment, a modern PCI-compliant point-of-sale system, and financial reporting. Proposals must include a business plan and pro forma, operations and maintenance plans, marketing strategy, key-personnel resumes, relevant operating experience, at least three current references, financial documentation, and evidence of bonding capacity. The minimum license fee is 8% of gross receipts, with additional annual utility and maintenance obligations.
