The Spokane Airport Board is soliciting one concession lease and operating agreement for a common-use passenger lounge in the sterile area of Spokane International Airport. The selected operator/developer will design, construct, manage, and operate an approximately 1,860-square-foot lounge accessible to passengers regardless of airline or ticket class, with membership and pay-per-use options. Required amenities include hot and cold food, vegetarian, vegan, and gluten-sensitive options; a full-service bar and non-alcoholic beverages; dining and lounge seating; workspaces; charging stations; and high-definition televisions. The lounge must operate 365 days per year, from at least 60 minutes before the first morning departure or security checkpoint opening through the last departure, including qualifying flight delays. Proposers must demonstrate at least five years of relevant common-use lounge development and operating experience, including five years of continuous passenger-lounge management and operation experience within the last ten years, and authorization to do business in Washington. Proposals must include percentage concession fees, minimum annual guarantees for ten operating years, a detailed design concept, menu, scaled layout, renderings, service and operating plans, financial projections and capability information, relevant staff qualifications and resumes, and proposed exceptions to the sample agreement. The selected proposer must make an initial leasehold investment of at least $500 per square foot and complete a midterm refurbishment costing at least 20 percent of the initial investment. A $20,000 proposal guaranty is required, and the proposer must make good-faith efforts toward ACDBE participation.
