Description
Spokane Transit Authority is requesting proposals from qualified firms or individuals to provide actuarial services for its other post-employment benefits program in compliance with Governmental Accounting Standards Board Statement No. 75. The scope covers valuation of medical, life insurance, and related retiree benefits; calculation of present and total OPEB liabilities, fiduciary net position, net OPEB liability, service cost, and projected pay-as-you-go costs; accounting disclosures; sensitivity analyses; descriptions of plan provisions, methods, assumptions, and participant data; and actuarial certification under applicable actuarial standards. The contractor must provide annual final actuarial reports in PDF format for fiscal years ending December 31, 2027, through December 31, 2032, with each report due by February 15 of the applicable year. Proposals must include qualifications and similar project experience, at least three comparable projects completed within the previous five years, five references, staffing and management plans, technical approach, subcontractor information, completed proposal and price forms, and required certifications. The five-year price proposal covers annual services from 2027 through 2031.
