Description
The City of Winston-Salem, through its Office of Housing Development, is seeking qualified consultants to develop a comprehensive, resident-informed Affordable Housing Strategy. The work includes community outreach and engagement; a focused housing needs assessment; analysis of affordability, availability, cost burden, homeownership, housing supply gaps, neighborhood conditions, land availability, and development constraints; and recommendations addressing homeownership, rental housing, neighborhood revitalization, and wealth building. The selected consultant must provide a Resident Engagement Plan, neighborhood-level housing needs assessment, neighborhood profiles and maps, draft and final housing strategies, a five-year implementation plan, funding strategy, performance metrics, annual reporting framework, and presentations to designated City and community bodies. The proposal may not exceed 50 pages and must include a transmittal letter, detailed work plan and schedule, qualifications and experience, similar projects completed within the last five years, three recent public-agency references for proposed project managers, and a task-based cost breakdown. The City anticipates beginning work in February-March 2027, with the final work plan and budget negotiated with the selected consultant team.
