This project is funded in part by local funding, with potential for state funding. The design phase is partially funded by grant funding from King County Flood Control District's Steve Bleifuhs Memorial Flood Reduction Grant Program. This complete RFQ, including the scope of services, submittal requirements, evaluation criteria, proposal form, and any issued Addenda are published on publicpurchase.com. Interested parties are solely responsible for reviewing all Project documents published on publicpurchase.com. The City intends to execute an Agreement for Services (sample attached), with the most qualified Consultant for an initial term of two (2) years, with the option to extend for additional time or funds if needed. The City reserves the right to retain services of the selected Consultant for any subsequent phases (Right of Way, Construction Management, etc) of this project. Background The City is in the process of acquiring Parcel No. 616390-1364 (Northwest corner of NE 175th St and 12th Ave NE, south of NE Serpentine Pl) with plans to install a new storm water flow control facility at the site. The storm water facility is intended to relieve existing flooding which occurs at the local low point just east of the intersection of NE 175th Street and 10th Ave NE. The project site is just upstream of the flooding location, adjacent to the storm water main which contributes the primary flows to the area of flooding. The project is seeking to maximize flood control benefits that can be achieved at this site, while including surface elements which, to the extent feasible, include green stormwater infrastructure, provide stormwater treatment, provide surface water education and outreach, improve climate resiliency, and/or activate the site via public interaction. The goal is to develop a site which functions similar to a public park, while maximizing the flood control benefit achieved at the location. Work under this contract will begin with an alternatives analysis phase and move through full design and permitting of the selected alternative, including full plans, specifications, and estimates for construction of the improvements.
