Description
The State of Michigan, through the Department of Environment, Great Lakes, and Energy's Geologic Resources Management Division, is seeking a contractor to modernize and consolidate its Risk-Based Data Management System by expanding the Michigan State Tracking and Reporting system. The work will retire legacy desktop and dashboard components while preserving and incorporating functionality for oil and gas regulation, underground injection control, permitting, production reporting, inspections, compliance, spills, wells, facilities, mines, and related workflows. The scope includes application development and enhancement, legacy data migration, integration with MiLogin, OpenText Content Manager, and ESRI, cloud-environment support, security and access controls, documentation, training, transition planning, testing, go-live support, ongoing maintenance, issue resolution, and technical support. The anticipated implementation period is approximately February 2027 through March 2028, with target go-live in April 2028, followed by a five-year base term and five one-year options. The proposal must include detailed responses in the provided RFP document, a separately uploaded pricing schedule, required worksheets and templates, personnel resumes, a transition plan, and other specified certifications and forms.
