Description
Montgomery County seeks a provider for inmate commissary services and an integrated inmate trust fund accounting system for its detention facilities. The contractor must supply and maintain the system’s hardware and software, including kiosks, workstations, network equipment, and related licenses; integrate with the County’s jail management system; and implement, test, and transition the system from the current provider. The accounting application must support inmate trust accounts, deposits, payments, reconciliation, payroll, reporting, and audit functions, and meet the County’s security and payment-card compliance requirements. The contractor must also provide commissary goods, online and kiosk ordering and deposit options, order packaging and delivery, inventory management, customer support, staff training, and ongoing technical support. The scope includes English- and Spanish-language access, inmate account funding and release options, and administrative kiosk functions. The initial term is one year, with four one-year renewal options.
