Description
The City of Denton is soliciting proposals from qualified stop loss insurance carriers to provide individual/specific and aggregate stop loss coverage for its self-funded medical and prescription drug plans. Proposals must address medical and prescription drug coverage, plan mirroring of the existing Summary Plan Description, no-loss/no-gain transition provisions, claims and implementation support, rate guarantees, renewal rate caps, and no-new-laser protections. Respondents must quote the current $185,000 specific deductible and alternate $200,000, $225,000, and $250,000 deductible options, with aggregate coverage and unlimited annual reimbursement limits. The requested effective date is January 1, 2027. Required materials include an executive summary, completed pricing sheet, completed stop loss questionnaire, signed conflict-of-interest questionnaire, invoice example, and Texas Secretary of State registration or exemption documentation. Evaluation emphasizes price and total cost of ownership, probable performance and experience, and compliance with specifications. Submissions are accepted only through the IONWAVE portal or by hard copy; email submissions are not accepted. Questions must be submitted through IONWAVE only, with no email or telephone questions accepted. The City recommends submitting well before the deadline because the electronic submittal process may take significant time.
