Description
The Cities of Bloomington, Edina, and Richfield are seeking proposals from qualified organizations or consultants to design and facilitate a regional cohort-based professional development and organizational learning initiative focused on equity, inclusive leadership, and organizational systems change within local government. The selected vendor will support shared knowledge, practical skills, cross-jurisdictional collaboration, and organizational capacity related to equitable decision-making, inclusive practices, and community-centered public service. The vendor will design and implement a structured cohort-based learning experience lasting approximately 12 to 18 months. The initiative should include facilitated learning sessions, collaborative dialogue, applied exercises, reflection opportunities, and action-oriented implementation strategies addressing organizational systems, policies, practices, and community outcomes through an equity lens. Desired approaches may include historical context, organizational assessment, experiential learning, peer learning, and practical tools supporting sustainable organizational and systems change.
