Description
The City of Edina seeks an economic, urban planning, or real estate consulting firm to conduct an inclusionary housing economic calibration study and update the City's policy for new multifamily affordable housing, covering both rental and ownership developments. The selected consultant will evaluate local housing needs, market conditions, development patterns, financial feasibility, regulatory considerations, and applicable regional housing data to recommend development-size thresholds, affordable-housing set-asides and Area Median Income levels, incentives and cost offsets, and a legally defensible payment-in-lieu methodology. The scope includes baseline research, stakeholder and community engagement, developer and lender interviews, dynamic pro forma modeling, development-feasibility analysis, policy and potential zoning-code drafting, implementation and administration recommendations, and support for Planning Commission, Housing and Redevelopment Authority, and City Council consideration and adoption. Deliverables include technical memoranda, engagement materials and findings, an economic modeling matrix, an in-lieu fee methodology and schedule, an implementation framework, draft policy or ordinance language, and presentation materials. All digital deliverables must comply with WCAG 2.1 Level AA and plain-language requirements. The anticipated proposal range is $75,000 to $90,000, and the final policy is expected to be ready for City Council consideration by September 2027.
