The Virginia State Corporation Commission is soliciting proposals for strategic talent development services under RFP SCC-26-011-HR. The scope includes executive and leadership coaching, leadership development, facilitation, training, assessments, organizational development, organizational effectiveness, succession planning, change readiness, strategic planning, stakeholder engagement, and related talent-management support. The solicitation package includes buyer-provided response forms and exhibits, including the Cover Page; Appendix A, Offeror Profile; Appendix B, Proprietary Info Form; Appendix C, Authorization to Transact Business in the State of Virginia; Appendix D, Proposed Changes; Exhibit B, Methodology, Approach, and Personnel; Exhibit C, Statement of Work Template; Exhibit D, Pricing; and Exhibit E, Subcontracting Plan. The current posting is Round 4 and includes Addendum #4, Q&A documents, and preproposal-conference materials. The opportunity is open, with proposals due September 17, 2026, at 4:00 PM.
