Description
The City of San Pablo Police Department is soliciting proposals for a comprehensive Unmanned Aerial Systems/Drone as First Responder program. The selected consultant must assess operational needs; recommend, supply, and configure drones, docking stations, sensors, communications systems, and supporting hardware and software; design and install infrastructure; obtain applicable Federal Aviation Administration approvals; and integrate real-time video, flight control, automated dispatch, and data systems with computer-aided dispatch, records management, and real-time crime center operations. The scope also includes developing operational policies and procedures, privacy and evidence-handling protocols, cybersecurity and data-protection measures, training and certification support, ongoing maintenance and technical support, performance reporting, community-engagement assistance, and scalability planning. The City estimates the project cost at up to $300,000 and anticipates a 36-month agreement beginning February 1, 2027. Proposals are limited to 25 pages, excluding the cover, cover letter, table of contents, and dividers; the cost proposal must be submitted separately in a sealed envelope.
