Description
The Poarch Band of Creek Indians is soliciting sealed bids for construction of Jack Springs Road—Contract 2 in Atmore, Alabama. The project estimate is $5,750,000, and bids must be submitted on complete original proposals provided by the owner. A cashier’s check drawn on an Alabama bank or a bid bond equal to 5% of the bid amount, capped at $10,000, must accompany each bid. The project is federally funded through the Federal Highway Administration’s NSFLTP Grant Program and is subject to applicable federal highway requirements, the Contract Work Hours and Safety Standards Act, Buy America requirements, Davis-Bacon prevailing wages, and Title VI nondiscrimination requirements. MBE/DBE participation is encouraged, but no specific goals are established. The contractor must self-perform at least 30% of the total contract cost. Indian preference applies: an eligible Indian-owned economic enterprise whose responsive bid is within 10% of the lowest responsive bid may be given an opportunity to match the low bid.
