The Kentucky Transportation Cabinet (KYTC) is seeking proposals for a Professional Services Contract to provide statewide Subsurface Utility Engineering (SUE) services. Two consultants will be selected to provide these services on an as-needed basis for a two-year term, with no new work assigned after two years from the Notice to Proceed. The approximate fee per contract is $500,000, with individual Letter Agreements not to exceed $100,000 without approval. The scope of work includes providing SUE services for projects on county, state, and federally funded highways. This involves utility research, designation, potholing, and other services according to ASCE standards and KYTC's Prequalification Criteria. Consultants must submit all deliverables in specified CAD, DGN, Terrain Model, Survey Data, and SUE GIS Data formats, adhering to KYTC's CADD Standards and Digital As-Built Program. The contract requires consultants to be prequalified in Roadway Design (Surveying, Rural/Urban Roadway Design) and Utility Design (Subsurface Utility Engineering, Utility Preconstruction Coordination, Utility Construction Inspection). A DBE Participation Plan with an 11.95% DBE goal is also required. Consultants will be evaluated based on experience, past performance, project approach, workload capacity, safety strategies, KYTC Utility Coordination Training certification, DBE Participation Plan, and knowledge of the locality.
