Description
The City of Santa Monica is soliciting proposals from qualified firms to provide on-call professional code enforcement services that augment the City's Code Enforcement Division during periods of high workload. Services include inspections; property and permit research; investigation of building, safety, property-maintenance, nuisance, regulatory, and zoning violations; maintenance of case files and databases; preparation of notices, citations, reports, memoranda, correspondence, and statistical data; coordination with City departments and other agencies; and follow-up abatement and revocation procedures. Proposed personnel must have at least two years of qualifying local-jurisdiction code enforcement experience, CACEO or equivalent certification acceptable to the City, and current PC 832 certification. The proposal must address organizational qualifications, key personnel, municipal references, work plan, cost and hourly rates, relevant California municipal experience, enforcement capabilities, case-management systems, customer service, quality assurance, staffing continuity, and related technical qualifications. The initial contract term is five years with no renewal options stated. The solicitation also includes professional liability, general liability, automobile liability, and workers' compensation insurance requirements, subject to the stated exceptions and limits.
