Description
St. Johns County is soliciting proposals from Florida-licensed attorneys to serve as its Code Enforcement Special Magistrate. The selected contractor will review hearing materials and agendas, conduct impartial quasi-judicial public hearings, take sworn testimony, determine whether code violations exist, prepare written orders with findings of fact and conclusions of law, and impose authorized administrative fines and other penalties under Chapter 162 of the Florida Statutes. The jurisdiction includes housing and building, zoning, land development, abandoned vehicle, landscape, subdivision, water and drainage, right-of-way, litter and solid waste, animal control, and other County codes and ordinances. The appointment is for a two-year term, effective upon execution, with anticipated work of approximately 10–12 hours per month and an unpredictable hearing schedule. Subcontracting is prohibited. Proposers must submit relevant experience from the past five years, qualifications and resumes, legal-writing experience, current licenses and certifications, insurance evidence or proof of insurability, claims and litigation history, and an hourly rate. The proposal may not exceed 40 pages, excluding County-issued attachments, the table of contents, addenda, and section separators.
