Description
Cobb & Douglas Public Health is soliciting bids for an annual contract to provide unarmed security services at five public health locations. The contractor must provide security officers, including a senior security officer for Marietta Public Health Center Building A, with scheduled coverage, interior and exterior patrols, visitor assistance, incident response, facility security, and incident reporting. The contractor must provide required security equipment, including cell phones, uniforms, flashlights, radios if used, and other necessary equipment; golf carts and contractor-owned security vehicles are not required. Officers assigned to Buildings A and B should receive de-escalation training, and body-worn cameras and other recording devices may not be used inside CDPH facilities. Security services are generally not required during CDPH holiday closures, except that Building A may require coverage when its partner agencies remain open. The incumbent security-services contract has expired, and this solicitation reflects updated staffing and coverage requirements. The contractor may divide 50-hour schedules between consistent primary and relief officers, and separate relief is not required for on-duty meal periods. Proposals must include the required forms and technical, qualification, staffing, management, financial-capacity, licensing, and pricing information. The selected contractor must be prepared to begin service on November 1, 2026, and must execute the provided Business Associate Agreement; however, contractor incident-reporting platforms may not store protected health information.
