Description
Hemlock Public School District is soliciting proposals from firms to provide comprehensive Design-Build services for the expansion and potential renovation of Hemlock Elementary School/Early Childhood Center, located at 200 Wilson Street in Hemlock, Michigan. The initial phase (Phase I) is funded by a $1M USDA grant and includes adding approximately 3,000 square feet of building space, including a secure main corridor connection, office and student support space, two to three new ECC classrooms with attached toilet rooms, student toilet rooms, and a re-worked parent drop-off and pick-up loop. A potential Phase II, contingent on voter approval of a November 2026 bond for approximately $14M, would allocate $2M to $3M to expand the elementary school by another 9,000 square feet, adding additional classrooms, staff toilet rooms, office and intervention spaces, and flexible learning environments. The overall goal is to relocate early childhood programming to the new wing and bring 1st grade back to this building. The District intends to use a Design-Build delivery method and anticipates using a modified AIA A141-2014 Standard Form of Agreement. The selected Design-Builder will provide a single point of responsibility for design and construction, including programming, conceptual design, preparation of drawings and specifications, cost estimating, bidding, construction oversight, and project close-out. The District has engaged Veridus Advisors as Owner's Representative, with PFM and Thrun as financial advisor and legal counsel, respectively.
