Description
Widefield School District 3 is seeking a qualified professional planning consultant to prepare a comprehensive, community-informed Parks and Recreation Master Plan with a 10-year planning horizon. The plan will guide parks and open-space planning, recreation programming, operations and maintenance, staffing, capital improvements, and long-range financial planning. The scope includes assessing facilities, programs, budgets, staffing, maintenance practices, demographics, and service gaps; updating the District’s existing GIS inventory established through ESRI ArcGIS and the GRASP methodology; developing prioritized recommendations and connectivity concepts; preparing maintenance, operations, capital-cost, funding, cost-recovery, and implementation analyses; and conducting extensive public engagement. The District will not require conceptual site-plan renderings as part of the master plan. The analysis will cover the main campus at 755 Aspen Drive, Pi-Ute Park, Windmill Mesa Park, Barnstormer’s Park, a three-year-old recreation center, a 60-plus-year-old aquatic center, approximately 56 acres of property, and the broader Widefield School District 3 community. Final deliverables include draft and final master plans, updated GIS files, conceptual plans, one electronic final plan, and up to ten printed bound copies. The project budget is not to exceed $110,000.
